Welcome to the Neighborhood

Since the 1960s the Larkspur neighborhood in Virginia Beach, VA has been a close knit community of almost 800 homes with an active civic league and neighborhood pool.

It is within walking distance of Kempsville Greens Golf Course, Mount Trashmore  Park, and the Kempsville Recreation Center. It also brags easy access to I-264 and Virginia Beach’s vibrant “Town Center” downtown district.

The neighborhood features large treed lots, increasing property values, and a desirable school district.

The Civic League Board of Directors and committees is listed under the “Contact” tab.  We offer a warm welcome to the new members, and those returning members as well!!

Larkspur Neighbors,

What do you know about the Virginia Beach Flood Protection Bond on the Ballot?

When there is a big downpour or it has been raining for days, I am very careful about where I decide to drive.  Some streets are flooded both in Virginia Beach and Norfolk.
This bond is for Virginia Beach.  Rocky Holcomb (our new City Council Representative) stated these funds could only be used for mitigation, and there would be an oversight committee.  This is an important point as often money is diverted to something else.  THESE MONIES RAISED CAN ONLY BE USED FOR THIS PROJECT.  Decide for yourself, 21 projects, 6 areas, 10 year plan, $300 increase in average Larkspur property taxes to keep our city improving.  Some projects as close as Windsor Woods and the lake at Mt Trashmore.  The “Ripple Effect” as it’s named in the video can help us all.  Check out more info by checking out this website on the Virginia Beach city page, and watch the video.

Imagine what our real neighborhoods would be like if each of us offered . . . just one kind word to another person.
